How to Fill Out Your Customs Declaration (Invoice)
To avoid your ECU being treated as a commercial sale by U.S. Customs, the package must be clearly marked as:
“Used ECU – Sent for Repair Only – No Commercial Value – To Be Returned to Sender”
Here’s how to properly complete the commercial invoice required by your shipping carrier (FedEx, UPS, DHL, etc.):
1. Description of Goods
“Used motorcycle ECU – Not for resale – Sent to CJR for tuning/repair service only. No change in ownership.”
2. Value for Customs
Declare the value of the repair service only (typically $100-$249 USD).
This is not the retail or replacement value of the ECU.
3. Insurance Value
If you wish to insure the ECU for its full replacement value (e.g. $300–$1500), you may do so — but clearly separate the two values on your invoice:

Customs Value: $100 (service)

Insured Value (for shipping only): $300-$1500 (depending your ECU model)
4. Purpose of Shipment
“Temporary Import for Repair – To Be Returned After Service – No Sale Involved”
5. HS Code
9813.00.0540 – Articles to be repaired or processed and returned
6. Country of Origin
List the manufacturer’s country (For Keihin ECU, select Japan).
